Ethiopian leader of the provisional military administrative council, Mengistu Haile-Miriam arrived in Moscow on Wednesday for a state visit, which is expected to set the seal on his country's shift into the Soviet orbit. Mengistu was greeted at Moscow Airport by Soviet President Nikolai Podgorny.
